The Failure of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new 28-point plan for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, negotiation efforts are waged: hopeful statements are issued from different nations. Significant resources is allocated on restraining particular approaches. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "peace".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from enemy soil, a ability enabled by up-to-date information. From vantage locations, military aircraft that had been scrambled to intercept incoming guided weapons roared overhead – sophisticated military planes provided to Ukraine by Western partners.

Moments later, Kyiv's missile defense activated: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely supplied through partner states. Every firing jolts you unexpectedly, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: maybe the approaching threat won't hit its mark this time, preventing destruction from ruin and additional electricity failures.

Persistent Threats

Soon after, a large-caliber weapon engaged a unmanned aircraft close by, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the shots failed to hit the hostile drone – it maintained course toward its destination.

With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: several casualties, devastation and infrastructure problems in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's vital need on international aid – a reliance that European nations are demonstrably unable to fill in the short term.

Failed Diplomacy

The detailed framework from US administration generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new approach from US leadership follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, endure.

Tactical Assessments

It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a principle familiar among international relations experts: you cannot secure via talks what you have lost on the battlefield. The American government believes that it is impossible to compel Moscow to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, American administration does minimal to discourage Russia, through statements or actions, from thinking that the status quo will not evolve additionally in its favour in the near future.

Conflicting Perspectives

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to accept conditions that does not give them the largest achievable advantage is close to zero. There may be many attempts to stop fighting, but they will continue as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a total frontline collapse until conditions improve in its advantage.

Present Conditions

Objectively, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a mere seven days to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
